Fujian Provincial Government for Implementation Measuresof Foreign Student Scholarship Programs
Ⅰ General rules
First, Fujian Provincial Government for Implementation Measures of Foreign Student Scholarship Programs are established in accordancewith the Outline for Medium and Long-term Education Reform and Development ofFujian(2010-2020), tofurther upgrade the “Haixi” strategy, boost international communication and cooperation of education in Fujian province and promote the sound development of education of international students studying in China. These Measures are formulated for the purposes of enhancing the efficiency of theFujian government Scholarship programs and improving the scientific management.
Second, Fujian Provincial Government Scholarship(hereinafter referred to as FGS) is a part of funds subsidized by Fujian provincial government for international students studying in Fujian.
ⅡCategories
Third, FGS can be divided into the following categories:
(a) The Governor Special Scholarship Program
This program is to support is launched in cooperation with the governmental visits and significant foreign affairs. The candidates should be recommended by Fujian’s partnership cities or major internationalpartnership organizations which are authorized by provincial leaders.
(b) The program for international liaison of provincial partnership cities studying in Fujian
The applicants should be the staff incharge of the international communication in the international partnership cities, who are recommended by provincial partnership cities and major international partnership organizations. The program includes the Chinese language learning and studying visits within three month.
(c) The advanced program for international liaison of provincial partnership cities studying in Fujian
The applicants aredivided into two groups: non-degree language-learning students who mainly learn Chinese for one year, and short-term students for particular topics who take the courses including two periods in one year for one month and 20 persons each. They should be the staff in charge of the international communication in the international partnership cities, and recommended by local governments of provincial partnership cities, friendly non-governmental organizations,or foreign embassies or consulates in China.
(d)The program for foreign students run by individual universities
In accordance with the principle of “pilot before implementation”,several universities with the following criteria are listed as pilot universities for the program: high number of foreign students from neighboring nations, more experience, high quality of teaching and education, which aims to principally sponsor the students from Fujian’s provincial partnership cities orproposed provincial partnership cities.
Ⅲ Coverage & Duration
Forth, the coverage and duration of the scholarship depend on the category of the program and the educational level youapplied for:
(a) The governor specialscholarship program
Coverage: CNY 60,000Yuan for one student per year.
Duration:depending on the educational level you applied for.
(b) The program for international liaison of provincial partnership cities studying in Fujian
Coverage:CNY 30,000 Yuan for onestudent per year.
Duration:depending on the educational level you applied for.
(c) The advanced program for international liaison of provincial partnership cities studying in Fujian
Coverage: CNY 30,000Yuan for each non-degree language-learning student per year; CNY 5,000 Yuan foreach short-term student per year.
Duration: one yearfor non-degree language-learning students; for short-term students, it depends on your studying duration.
(d) The program for foreign students run by individual universities (adjusted based on different subject)
(І)Undergraduates and college students andlanguage-learning students:
Coverage: CNY 30,000Yuan for one student per academic year.
Duration: 3 yearsfor college students and 4 years for undergraduates.
(ІІ) Postgraduates and general advanced students:
Coverage: CNY 40,000Yuan for one student per academic year.
Duration: 2-3years.
(ІІІ) Doctoral candidates and senior advancedstudents:
Coverage: CNY 50,000Yuan for one student per academic year.
Duration: 3-4years.
Ⅳ Eligibility & qualifications
Fifth, applicants must meet the following requirements:
(І) Applicants should be non-Chinesecitizens and be in good mental and physical health.
(ІІ) Applicants’ educational level and agelimit:
(a)Applicants for Governor Special Scholarship Programs hould be from Fujian’s provincial partnership citiesor proposed provincial partnership cities and be under the age of 50.
(b)Applicants for the program for international liaison of provincial partnership cities studying in Fujian should be from Fujian’s provincial partnership cities or proposed provincial partnership cities and be under the age of 50.
(c)Applicants for the advanced program for international liaison of provincial partnership cities studying in Fujian should be from Fujian’s provincial partnership cities or proposed provincial partnership cities,and be under the age of 50.
(d)Applicants for the program for foreign students run by individual universities including:
Applicants for undergraduates and colleges program or language program must have senior high school diploma or above and be under the age of 30.
Applicants for postgraduate program must have bachelor’s degree or above and be under the age of 35 .
Applicants for general advanced program must have bachelor’s degree, or at least third year undergraduates, and be under the age of 50 .
④Applicants for doctoral degree program must have master’s degree or above and be under the age of 40 .
⑤Applicants for senior advanced program must have master’sdegree,or at least second year postgraduates, and beunder the age of 50 .
(Ⅲ) Language requirements
Language requirements are made by universities or institutions according to related regulations and the program specification.
(Ⅳ) The applicant cannot apply for the provincial scholarship of Fujian if they are funded by Chinese government or other organizations.
ⅤApplication process
Sixth, ways of application:
(Ⅰ)Application through the related departments or Chinese embassies and consulatesin foreign countries.
(Ⅱ) Online application through the website “Study in Fujian”.
Seventh, application deadline:
Applicants should upload all application materials tothe website by May 30 each year.
Eighth, application materials (It must be in Englishor in Chinese ):
Applicants must fill in and submit the following documents truly, correctly and completely:
(a) OnlineApplication Form for Fujian Government Scholarship.
(b) Notarized highestdiploma and transcripts.
(c) ForeignerPhysical Examination Form printed by Chinese health quarantine organ forstudents who apply to study for more than 6 months (including 6 months).
(d) Learning orresearch proposal (no less than 400 or 800 words) for degree or researchstudents.
(e) Applicants for music and art arerequested to submit their own works.
(f) Students under age 18 should submitrelevant legal documents of localguardians in China.
(g) Application documents will NOT bereturned regardless of the result of application.
Ⅵ Host institutes & specialties
Ninth, all categories of the program can be applied with the will of the applicant and the host institute as reference.
Tenth, The universities and institutions which are qualified to receive scholarship students need to meet their quirements of high level in teaching and scientific research, abundant oustanding teachers, and the qualification of receiving foreign students studying in China.
Eleventh, the specialties for foreign students shouldbe accessible internationally.
Ⅶ assessment & evaluation
Twelfth, the assessment of applicationsshould be made and reported to higher authorities every academic year.
Thirteenth, the expert panel is setup by provincial Department of Education, provincial Department of Finance and related universities, which consists of 5-9 members in principle.
Fourteenth, after verification by Department ofEducation, the application materials should be submitted to the expert panel to assess. The applicants will be assessed by panel discussion on the basis of principles of openness, fairness and impartiality before the publication of the nominations for approval and the coverage of the scholarship.
Fifteenth, Scholarship Notice, Admission Notice and Visa Application Form for Study in China will be sent to the successful applicants by provincial Department of Education via email three months before the commencement of their study.
Sixteenth, the applications will be regarded as invalid and will not be processed if the applicants fail to meet the eligibility or the application materials are incomplete.
Seventeenth, the host institutions will make a annual evaluation on the students’ performances. If the students violate the laws of China or regulations of the hostinstitutions, or the rules of FGS, the scholarship will be terminated.
Eighteenth, upon graduation, scholarship students will be reviewed in acomprehensive way, and the result will be submitted to the office of provincialDepartment of Education.
Ⅷ Fundingmanagement
Under the encouragement ofthe special funds arranged by the government finance annually, the financial support from multiple channels are welcomed, such as university financial supportand social donation. The scholarship covers tuition fee, registration fee,accommodation fee and fee for basic learning materials. The specificfunding-management measures shall be formulated separately by provincialDepartment of Education and provincial Department of Finance.
ⅨSupplementary provisions
Twentieth, These Measures shall be interpreted by the Department of Education of Fujian Province.
Twenty-first, These Measures shall come into force from January 1, 2012.
